The new law will increase the level of protection of citizens' labor rights

This week, the State Duma considered in the first reading a bill improving the protection of the rights of working citizens. The proposed amendments to the Labor Code are designed to provide employees with additional rights and benefits and strengthen state control over compliance with labor laws.

Legislators propose:

  • establish state supervision over the employer's compliance with obligations to employees under labor agreements;
  • establish for disabled people the duration of annual paid leave of at least 30 calendar days;
  • create regional interdepartmental commissions to counter the formation of overdue wages;
  • provide the legislative framework for temporary transfer to another job proposed by the State employment service with the consent of the employee in the event of a suspension of business or when there is a need at another company.

According to State Duma Chairman Vyacheslav Volodin, the latter proposal “will allow citizens to maintain a stable income by temporarily moving to work in another organization in the event of a local crisis, while the employer will eventually be able to return the transferred personnel. In this case, the original employment contract is not terminated, but only suspended. This solution may also be in demand in the area of seasonal employment.”

Previously, such a maneuver with labor resources was only possible between affiliated enterprises and through recruitment agencies.
