The minimum remuneration level for highly qualified specialists is set to increase in 2024

On July 10, 2023, Federal Law No. 316-FZ “On Amendments to the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” was adopted. It contains several important changes affecting highly qualified specialists (HQS), which will come into effect in 2024.
A provision on the issuance of an indefinite residence permit (RP) to highly qualified specialists who worked and lived in the Russian Federation under a residence permit issued on the basis of a permit to work as a HQS for two years comes into force from January 1. The rule also applies to family members of the HQS.
From March 1, the minimum remuneration for HQS is to increase from 167 thousand rubles per month to 750 thousand rubles per quarter, which, according to legislators, will bring the requirements for the minimum compensation of HQS closer to the level of compensation abroad, especially taking into account the dynamics of the ruble exchange rate.
It is also planned to harmonize the quarterly report on the remuneration of HQS for the Ministry of Internal Affairs of the Russian Federation and the Form 6-NDFL for the Federal Tax Service.
